Description
The Regional Course on Trade Remedies for the Arab and Middle East Region is a three-day capacity-building programme designed to strengthen participants’ understanding of the WTO framework governing trade remedy measures and their practical application.
The course provides a comprehensive overview of the three main trade remedy instruments available under WTO rules—anti-dumping measures, countervailing (anti-subsidy) measures, and safeguards. Participants examine the legal foundations, procedural requirements, and substantive elements of investigations conducted under the relevant WTO agreements. Through a combination of lectures, practical exercises, interactive discussions, and knowledge-check quizzes, the programme aims to build participants’ ability to distinguish between the different trade remedy instruments and understand the conditions under which each may be applied.
The course begins with an introduction to the role of trade remedies within the WTO system, followed by an in-depth examination of anti-dumping investigations. It then explores WTO disciplines on subsidies and countervailing measures under the SCM Agreement, before focusing on safeguard measures and the requirements for safeguard investigations. The programme concludes with a recap session highlighting key concepts and lessons across all three agreements.

Governments can nominate up to four capital-based officials with substantive professional responsibilities in trade remedies. Participants are required to be fluent in English.
Pre-requisite
Applications will only be considered from candidates who have experience and current job descriptions directly relevant to the subject of the Workshop.
