Description
The Course on Goods Schedules for WTO Accession is a level 2 training activity implemented within the WTO Progressive Learning Strategy (PLS).

The core target audience for this course are the government officials at mid- to senior level from Acceding Governments. Participants from WTO Members that have Geneva Missions are invited to attend Day 1, 2 and 3 of the course, as the subject matter to be discussed in these days has been frequently asked by WTO Members in past accession negotiation processes. Only capital-based participants from Acceding Governments would be funded. Candidates are to be directly involved in the conduct of WTO accession negotiations on goods.

The objectives of the course are to: (i) review the accession acquis on commitments and concessions in goods market access; (ii) provide in-depth training on all accession relevant aspects of trade in goods, with a focus on relevant scheduling techniques, sectoral approaches and, consolidation and verification of bilaterals; (iii) enhance the understanding of the negotiating objectives of WTO Members involved in the accession negotiations; and, (iv) provide a platform for exchanging views with goods negotiators from recently completed accessions.

Pre-requisite
Successful completion of a WTO training activity, such as the E-learning modules on "WTO Accessions" and "Market Access for Goods and Non-Agricultural Market Access (NAMA) Negotiations"; or commensurate knowledge and professional experience. Only capital-based government officials from Acceding Governments would be funded. Candidates are to be directly involved in the conduct of WTO accession negotiations on goods. Suitable participants may include: i) the focal point for the bilateral market access negotiations on goods who is responsible for the preparation and revision of the market access offers on goods; ii) other technical officers engaged in the preparation of the market access offers on goods; iii) negotiators on trade in goods; and, iv) officials from other key ministries dealing with goods schedules. Candidates should: i) Be experts on goods with an enhanced knowledge of tariffs and the Harmonized System (HS) nomenclature; ii) Have a background in economics and/or statistics; iii) Have an advanced knowledge of information technology (IT) and Microsoft Excel; iv) Possess knowledge of the basic WTO principles with a focus on the General Agreement on Trade in Goods (GATT) and the WTO accession negotiations process; and, v) Have an understanding of the WTO disciplines regarding market access. They should also possess an excellent ability to communicate in English both orally and in writing.
