Enable the specialist staff of the ADSC to apply in practice the concepts and analyses required in trade remedy investigations, particularly in antidumping and countervailing investigations.
Provide elements on the pre-investigation and investigation process, the engagement of the Authority with interested parties and the collection of data.
Provide methodology for the calculation of dumping/subsidy margins and the assessment of injury and causation.
Enhance the Staff and Commissioners’ understanding of issues of interest to Jamaica, such as self-initiation, special circumstances, infant/nascent industry, pass-through of subsidies, input subsidies, actionable and prohibited subsidies.
