On 1 April 2026, the Mission of Viet Nam sent a Note Verbal to the Director General and informed the WTO of its intention to join the ITA Expansion Agreement. At the informal meeting of the ITA Committee on 15 April, the DPR of the Mission officially announced the authority's decision to do so. This national workshop was requested by the authority thereafter with a view to facilitate the accession process.

The objectives of the workshop are (1) to train government officials of Viet Nam to better understand key provisions of the ITA Expansion Agreement, familiarise them with rights and obligations of an ITA II Participant; (2) help the authority to prepare its draft ITA Expansion Schedule, including staging matrix and Attachment B classification, which is a key pre-condition for the country's ITA II participation in the next stage; (3) outreach to private sectors in Viet Nam to advocate the benefits of ITA Expansion participation and its importance to digital transformation of the country.
