The WTO Chairs Programme (WCP) enhances knowledge and understanding of the multilateral trading system among academics, policymakers and other stakeholders by supporting trade-related research, curriculum development and outreach activities at academic institutions in developing and least developed WTO members and observers. In each of these institutions, the Chairholder is supported by team members (including in some cases a Co-Chairholder) who contribute to the implementation of projects under the programme. In total, about 170 individuals in the Phase 3 academic institutions are involved in the implementation of research, training and outreach activities related to international trade. WTO support to the Chairs is implemented through the provision of an annual grant (up to CHF 50,000) and monitoring by the Secretariat of their performance under each of the three pillars (research, curriculum development, outreach) of the programme. The last year of the funding cycle for the Phase 3 Chairs was 2025. However, due to administrative delays, 6 of the Chairs were not able to receive the grant due in 2025. As a result, extension agreements to the MoU were signed, allowing these Chairs an additional year to use the funds. The Chairs concerned are from Cameroon, Colombia, Ecuador, Nepal, Peru and Tanzania. Outputs of the programme are measured in respect of the three pillars. Specific performance indicators are set out in the logframe contained in the Biennial TA Plan 2026-2027 (WT/COMTD/W/299).
